Since we can no longer use GitHub workflows/actions they need to be remove to stop GitHub from emitting errors. We will add back these workflows using another means in the future.

Since we can no longer use GitHub workflows/actions they need to be remove to
stop GitHub from emitting errors. We will add back these workflows using
another means in the future.
