Describe the bug
WooPayments filters payment methods during checkout according to the billing address. If a user initially selects a payment method in location X but then switches to location Y, where that method isn't available, none of the payment methods, including credit cards, is selected. One might assume that the payment method should default to a credit card in such cases. All this applies to shortcode checkout, where a payment method is opened by default when opening the checkout.
