Skip flaky playwright e2e test: payment gateways disable confirmation

Partially fixes #8875

Changes proposed in this Pull Request

This PR skips the flaky playwright e2e test merchant-payment-gateways-confirmation.spec.ts which is failing inconsistently on GH action runs.

A fix for this test will be handled in a followup PR for #8875.
