fix: tokenized cart PRB products w/ special characters

I noticed that sometimes the special characters on product names are not correctly decoded on the PRB's "details" view.

Fixing with decodeEntities.

Testing instructions

• Disable ECE with the following snippet:

add_filter( 'pre_option__wcpay_feature_stripe_ece', function () {
    return '0'; 
}, 100 );

• Enable the "Enable Cart-Token implementation for PRBs" flag in your dev tools (you'll need to update them)
• Ensure you have Google Pay/Apple Pay enabled in the merchant's settings
• Create a product (I used a product w/ add-ons) with special characters in the name
• Go to that product's page
• Click on the GooglePay PRB
• Click the (i) icon next to the total
• The product's title should be correctly rendered
