Refactor Multi-currency to use Localization interface

This PR is a continuation of #9192. It decouples WC_Payments_Localization_Service from the multi-currency module.

Testing instructions

These critical flows should pass:

• Multi-currency: Merchant.
• Multi-currency: Shopper.
