WooPay is again auto-enabled for new accounts if our platform instructs us to.
Testing instructions
WooCommerce, skip the profiler and set your store's location to US.Paymentsand make sure you see the top sandbox notice. Click on "Connect your store".Payments > Overview, make sure your account's "Payments" status is enabled (at least).Payments > Settingsand make sure WooPay is enabled:npm run changelogto add a changelog file, choosepatchto leave it empty if the change is not significant. You can add multiple changelog files in one PR by running this command a few times.Post merge
