Author list in Posts in the Block Editor only shows some of the available authors

Steps to reproduce

Not able to replicate this as it requires several authors to be added to the site, so referencing the user's site.

1. Starting at URL: https://wordpress.com/posts/my/blk-pediatric-practice.com
2. Click on Add new Post
3. In the new post, click in the Author box to select a different Author.

What I expected and what happens instead

1. To see all authors in the list. At the moment, only 11 show up, out of the 20 or so in the list at https://wordpress.com/people/team/blk-pediatric-practice.com

PS. This only happens in the Block editor. All authors are visible in classic and quick edit.

It looks like there was some work done on the author selector in Gutenberg after this was reported: WordPress/gutenberg#26554

This is still happening and can be seen on a wp.com site with a large number of users. It may be an underlying Gutenberg problem, but I don't have access to a large enough non-wp.com site to check that.
