This way peroxide should hopefully compile in CI on the latest OS images when the plot feature is enabled, notably in the CI test suite of puruspe.

N.B: this PR also disables the gil-refs feature of pyo3 as it does not exist on version 0.23.0 and later.

I have updated the code in plot.rs to use the latest version of pyo3. I have tested the crate with the plot, parquet, complex, and parallel features enabled, and it passes the test suite then. I have not tested with the O3 or nc features, as I do not currently have time to install all dependencies.

This way `peroxied` compiles in CI on the latest images.
