This version adds an IP address version selector to the /apply command.

If your machine happens to only be reachable via IPv4 or IPv6, but not both,
you can now specify this in the apply command and it will only add rules of the specified IP address type.
This can shrink down the rule list considerably.

AnyBlock will always report a download as failed, requiring two starts each time. This no longer happens.

This fixes various issues.

Note: Do not use. This version is here for historical reasons and will report cache downloads as "failed" every time. The cache is still downloaded properly.
