feat: optionally handle rpc errors with 200 + err body

Makes our JSON RPC servers optionally handle errors conforming to the JSON RPC spec:

• Return a 200 HTTP status code
• Include an error object with message, code and data

This allows us to revert #11047 by unbreaking TXE

This implementation works, but I'd rather place the try/catch in the exceptionHandler middleware in L50, so that all the ways to handle an exception are on the same place and easy to find.

Also, a nit about the interface: wdyt about moving to an options-like object instead of a top-level boolean, so it's clear what the boolean stands in for? Something like:

- createSafeJsonRpcServer(botRunner, BotRunnerApiSchema, false, botRunner.isHealthy.bind(botRunner));
+ createSafeJsonRpcServer(botRunner, BotRunnerApiSchema, { http200OnError: false, healthckeck: botRunner.isHealthy.bind(botRunner) });
