chore: disable hello_world_example noir test in aztec-packages CI

This PR disables the hello_world_example test in aztec-packages and only in aztec-packages. This is because it relies on nargo producing ACIR which is compatible with the last released version of bb whereas this is not a given in this repository. In the main noir repo however we want/need to be able to download a compatible version of bb in order to be able to make releases so we must enforce this test case.

In order to be able to disable a single test case I've switched over to using nextest rather than the standard cargo test runner.

The test_native.sh script doesn't get synced into the noir repo so it should be safe.

Detailed results

All benchmarks are run on txs on the Benchmarking contract on the repository. Each tx consists of a batch call to create_note and increment_balance, which guarantees that each tx has a private call, a nested private call, a public call, and a nested public call, as well as an emitted private note, an unencrypted log, and public storage read and write.

This benchmark source data is available in JSON format on S3 here.

Values are compared against data from master at commit f2fdefd1 and shown if the difference exceeds 1%.
