Prevent IME-related accidental message submission on Enter key press

Purpose

This change addresses an issue where pressing the Enter key during IME (Input Method Editor) composition would accidentally submit the message. By adding logic to track the IME composition state, the application now only submits the message when the Enter key is pressed outside of an IME composition session. This prevents unintended message submission for users who input text in languages that require IME.

Does this introduce a breaking change?

When developers merge from main and run the server, azd up, or azd deploy, will this produce an error?
