This PR makes BatchExplorer compliant with the Cybersecurity Executive Order (CyberEO):

• Migrates the retail Azure Pipelines agents to secure and compliant 1ES Hosted Pools
• Adds a build task that generates SBOM (Software Bill of Materials) manifests for each package
