Dashboard: summary cards don't reflect summary of filtered results

Filter orchestration data by any of the listed column, the summary cards don't change. The follow filters by date:

Expectation: summary cards shows the summary for only filtered results.

@lilyjma The summary cards were intended to count all orchestrations that fit the criteria, regardless of filters applied to the table. They were intended to be a quick means of broadly filtering by runtime state (by clicking the cards) as well as a quick means to understand how many orchestrations were in progress or had failed. That said, whether those summaries are really useful at scale is another question; we could definitely discuss whether there are more relevant/timely metrics to display here or use as a mechanism to filter the task hub's orchestrations.
