Local Rule Exclusion when using a Baseline #2765

Is excluding rules "locally" expected to work when using a baseline? It doesnt work, as in the rule is not excluded. We have rule exclusions defined in the Baseline which do work, just wondering if this is by design , i.e. all exclusions would be in the baseline and local ones are ignored. |
