Increase DurableTask DotNet Dependency to v1.4.0

Increase durabletask dotnet dependencies version for worker extension v1.2.0 release.
Microsoft.DurableTask.Client.Grpc 1.3.0 -> 1.4.0
Microsoft.DurableTask.Worker.Grpc 1.3.0 -> 1.4.0
