Updating the Linux and Windows JIT trace files for Dev in anticipation of the next v4 release (4.24.0)

Windows

DotNet-Isolated 528 ms 87 ms 441 ms

Linux

Total lines in latest windows jittracefile = 4561
Total lines in current jittracefile = 7991
Total lines in new jittracefile = 1701
1697 duplicates were skipped
Total lines in updated jittracefile = 7995
