Extend Azure Template to include a sample swagger and generated code

azure-sdk-template in sdk/template has a basic hello-world sample. Extend this to include a sample swagger and some generated code to model a Track 2 library. This allows partner teams to simply clone this artifact and start building upon it when starting on a new client library.
