This is a dependency for #20056 and #15814, please follow links in the issues to learn about the Core v2 migration effort.

The @azure/communication-phone-numbers package is currently using 1.1.0 version of the @azure/communication-common, which relies on Azure Core v1 instead of v2. The package must be upgraded to use Core v2.
