Currently, Storage SDKs have two configs to debug the tests.
https://github.com/Azure/azure-sdk-for-js/blob/master/sdk/storage/storage-blob/.vscode/launch.json#L22-L57

It'd be nice if the other SDKs can replicate the same.
