Our repo is currently using karma@4.4.1 and karma-mocha@1.3.0. New major versions of these dependencies have been released, however they dropped support for Node 8. They might still work on Node 8, but given these packages are our test runner, it might be safer to say on the older versions.

PR updating to karma@^5.1.0: #10190
