[eslint-plugin] remove @azure/azure-sdk/ts-config-include rule

The `@azure/azure-sdk/ts-config-include` rule no longer works after recent refactoring/improvement around tsconfig files. Since we already centralize most of the configurations there's little value to keep this rule. This PR removes it.
