[Storage] Unsupported headers - proposal 2 - request conditions per api. #21205

In this PR: handle unsupported headers by having a type of request conditions per api.

Pros:

  • model maps 1:1 with service capabilities
  • evolution of APIs is decoupled

Cons:

  • explosion of model types
