fix the following SDK generation:

SDK Change in tsp-location.yml Comments
Azure.AI.AnomalyDetector update to fix commit no code change
Azure.Compute.Batch update to a temp fix commit too many code changes, test failure
Azure.ResourceManager.ComputeFleet update to fix commit only doc change
Azure.Security.CodeTransparency update to fix commit no code change
Azure.Analytics.Defender.Easm update to a temp fix commit too many code changes, analyzer error
Azure.ResourceManager.Fabric update to fix commit only minor implementation change, and it's still beta

[Note]: The fix commit in spec is Azure/azure-rest-api-specs@0410d40

the failure in securityinsights is a false alert, only the position of a method in API signature is changed
