Merge test resource cleanup scripts. Support owner tags, CI and inter…

This PR merges both subscription resource cleanup scripts into one that can be called in CI or interactively. The script
has been updated to implement the [resource management
guidelines document](https://github.com/Azure/azure-sdk-tools/blob/main/doc/engsys_resource_management.md).

Resolves #2714

Re-opening because this was still marked as "dev in PR" for zenhub but it should just be in the backlog given there is follow-on work.
