Currently, the help is only available at the edit page for data structures, but not for the creation. But in general, that should be consistent, because users might need help on edit as well as create of data structures.
How is it supposed to work?
The should either be available on "all" pages or on non. We should be consistent.
How can it be reproduced?
Go to dev.bexis2.uni-jena.de and create a new data structure.
Watch out for the help (should not exist).
Re-open the data structure to edit it.
Compare the current page with the one mentioned beforehand. Now, the help is visible.
