setuptools>=20.2are from 2016 and build with this version doesnt work anyway, so specified dependency wouldnt be definitely sufficient.we should always try to build with the latest version to avoid errors like pip install breaks with setuptools 69.0.0 #952 where our pipeline is passing, but changes in upstream are making installation with up-to-date version fail.
