Requirements
Summary
This PR brings in the capability of internationalisation to the application. Translations on five languages are added as part of this PR and setup is done to extend translation capabilities to new components that could be built moving forward.
Note: This PR doesn't have the changes to translate texts coming as part of the esm modules from OpenMRS.
