We should have the ability, even if it is just a command line tool, to upload and add mascots and give them a schedule. Also to change those schedules. Schedules should be set for particular days. The start of a day should be at 12:00 UTC the day before and end at 12:00 UTC the day after so that the mascot is up all day for all users around the world.

Schedules should be permitted to overlap. In the case of overlapping schedules, show the mascot for the smaller schedule.
