I have tried to see how to give permissions of the /is settings to sub-owners and i have not found the way.

It would not be bad to add an option, either in the config or with a command, so that sub-owners can edit the /is settings.

Yes, the island settings command does not have a setConfigurableRankCommand(); so it cannot be delegated to sub-owners. I think is should be okay to enable that, because Ops can do it.

Implement a flag that rules all flags.

Add new Protection Flag: CHANGE_SETTINGS. This flag allows set which rank can change island settings. By default, it is set to OWNER rank and minimal value is MEMBER rank.
