Bump tough-cookie, jest and ts-jest

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependencies [tough-cookie](https://github.com/salesforce/tough-cookie), [jest](https://github.com/jestjs/jest/tree/HEAD/packages/jest) and [ts-jest](https://github.com/kulshekhar/ts-jest). These dependencies need to be updated together.


Removes `tough-cookie`

Updates `jest` from 24.8.0 to 29.7.0
