• What: Provide an overview of the issue this PR addresses. Explain the context and background information.

Adds the foundational supporters to the support page. Foundational supporters are those that donate over $200 in a calendar year. Those names will be on the website for the remainder of the year and the following year after donation.

Resolves #623 #625 #626

The solution was to create a foundational_supporters.json. At the end of the year, remove the oldest year and place a field for the current year, then update the support.html to point to the correct year.
