World view info mode

Expected behavior

By default the World View should be in information mode, that is, if the mouse pointer resides on the same position for a configurable duration (e.g. 600 milliseconds), a tooltip-like text bubble should display the position and in addition:

• feature attribute values if the position is within a vector geometry of a feature
• variable values for the grid cells whose boundaries contain the position

User should be able to toggle the information mode in the VIEWS panel.

Actual behavior

We load variable values and feature values when a user clicks the globe.
