Add Github Actions CI/CD and Docker workflows (#62)

* add github actions CI workflow

* update pom.xml with correct snapshot versions

* clone latest conflictmonitor as submodule

* update

* re-structure docker worklows to fix docker tags

* build docker images

* Add feature branch name to dockerhub.yml

* Install submodules

* added jacoco for reports

* check jacoco.xml

* fix jacoco path

* fix

* check the output path

* Clean and add comments for readability

* update build name
