Updating the dev branch after a bunch of documentation and example updates in
main
for JOSS publiscation. This PR includes changes to documentation asking folks to cite our JOSS paper to cite MC/DC. I have also changed the paper builder to only build when asked and added a a manual runner to PyPi publish if the automated release runner fails.The only new workflow in
mcdc
is an error that display if the continuous energy cross section library is not configured.
