When I began looking at what the actionable change is associated with this issue, I noticed that resolving this issue is soft-blocked by the suggestion found in
in that there's not really a single good place to put the content we'd need to make the point of this issue.
However, if we decide to resolve #480 as described, then that opens up the potential for the Enumerating Decisions page in Understanding SSVC to merge with what's left of both Units of Work and Action Priority with the addition of some explanation about the "stakeholder-decision" tuple as the identity of a decision model.
This page could then point to the stakeholder-specific pages that will emerge from #480 as exemplars of this concept in action.
This is a bit of a corollary to
but we seem to be circling in on the idea that the root1 of a tree's identity is the tuple of
(stakeholder role, decision to be made)
.In addition to versioning rules (developing in #303) within trees, I think this helps clarify when it is appropriate to spawn a new tree.
We need to update the documentation to reflect this understanding.
