In the course of writing out thoughts on versioning things like #289 and #303, I recognized that part of the reason we seem to be getting stuck going in circles is that we might not all share the same idea of how we intend for SSVC to be used. I don't mean just how we intend for folks to apply an existing decision function given existing data points and outcome set. I mean how does one get from not using SSVC to using SSVC?
That's what this PR and issue #307 is meant to address.
