ARM templates validation with arm-ttk must be removed:

It will be replaced by Feature: Bicep template - Add preflight validation on CI #2708
It is required to fix the PR Bugfix: Fix the redeploy of IoT Hub Portal #2667
Bicep templates will still be validated on ci with the command az bicep build
