Is your feature request related to a problem? Please describe.
global.json currently forces a specific SDK version when using dotnet CLI versions, which breaks the CI and makes working with the solution more complex since the exact same version of the SDK is needed on the machine.

Describe the solution you'd like
Use the global.json options to allow the latest feature band and release versions for the specified Major.minor version

Describe alternatives you've considered
Manually updating the version each time, but it's time consuming and requires dev to keep the same version installed to work on the portal
