Fixes Issue: BATIAI-1900

Description:

We need to incorporate CloudWatch Container Insights as a feature, which serves as a production readiness check for ADOs within CMS. Splunk will utilize these metrics. Implementing these changes will introduce an IAM policy, allowing pods to send metrics to CloudWatch.
