What Does This PR Do?

I will apply this out-of-band ahead of merging to master

This PR fixes a few issues:

  • GHA IAM Role now has permissions to do some necessary QuickSight and SSM IAM Actions
  • mgmt Terraform has been updated to support sensitive/nonsensitive SSM configuration and to refer to updated nonsensitive configuration after BFD-3696
