This is the CSS update that goes with the HTML updates to the beneficiary authorization screen updates. Those HTML updates will be partially dependent on this CSS.

This PR removes old styling for the bene auth screen and makes the look/feel more consistent with the MyMedicare log in screen. I believe this also means we have some old/legacy CSS/SCSS we can create a ticket to remove that controlled the old bene auth screen.

What effect does this have on the existing auth screen?

@whytheplatypus It might break some styling, but I will double check right now.

@whytheplatypus okay - so I did a local test of this and the good news is that the current bene auth screen is still referencing an entirely different CSS file to control the auth screen. Meaning that merging this PR shouldn't have any effect on the current bene auth screen until the HTML is also deployed.
