Every DAC member could vote yes/no.

Then depending on their process:

if there is even one no vote, the application won't be approved or
if most vote yes, the application will be approved.

Let's do a demo first to REMS dev:

Vote action for handlers
Show the result from the vote in the beginning of the application (state)
No need to include Approval bot yet
Who voted what can be shown in eventlog
Not in use or visible by default except in dev
