The DB populate scripts for dev envs should say the LOCAL_KEY is for the secretariat, not all users #766

The scripts currently output:

Use the following API secret for all users: XXXXXXX-XXXXXXX-XXXXXXX-XXXXXXX

That key is pulled from the LOCAL_KEY env var, and is only valid for the secretariat

The message is correct in that all users in the local db added by the populate script have that key. However, we should update the message to make it clear that users created via an endpoint will have a different key
