@lukemckinstry I assume this is in draft form because of globals. Is that correct?

If so, is the plan to follow up on CesiumGS/eslint-config-cesium#8 (comment), or to merge this one and open a separate PR for globals and eslint-config-cesium?

I was thinking to finish CesiumGS/eslint-config-cesium#8 (comment) and then add the globals update to this PR.
