Implementes missing SysHost::VirtualProtect on Windows.
Defaults to dynamic.
Fixes CUDA decompressor also not being torn-down or recreated properly.

* Fixing issue with CUDA decompression context remaining unusable after an error. * Fix virtual memory allocation issues. * Implement missing SysHost::VirtualProtect on Windows. * Revert harvester to single, configurable lib target, defaulting to a dynamic library.
