fix: addressed override parameter interpolation #165

This PR addresses the interpolation issue for the overrides parameter. It enables users to use an environment variable in the overrides parameter's json string. If your parameter contains an environment variable, envsubst is used to interpolate the json string. If the image used does not have envsubst installed, the script will it automatically download and install it.

It may be better to install from github to get the bin directly for all platforms. https://github.com/a8m/envsubst

This also shows a file is not needed

echo 'welcome $HOME ${USER:=a8m}' | envsubst
