This PR enables the addition of a capacity provider strategy to CodeDeploy deployments.The
codedeploy-capacity-provider-name,codedeploy-capacity-provider-baseandcodedeploy-capacity-provider-weightparameters must all be provided. The AppSpec file will get updated if all three parameters are provided.
