Python 3.7 has been end-of-life since June 27th 2023, so for well over a year. No security or buffing releases are available anymore.

It makes space for newer releases, like Python 3.13.

This PR cleans up the old image.

Python 3.8 is now also end-of-life. https://devguide.python.org/versions/#unsupported-versions

Removing the Dockerfiles does not remove the images, and deleting images from Docker Hub can have knock-on effects for folks that are hard to predict.
