Explain pull request
It is unclear how we generate the JSON schemas, so this PR is a redux of #204, that implements the templates suggestion per @thekaveman and adds a basic README.
Also eliminate the checklists inside the pull request templates because... well, that was annoying in the Github UI.
Doing a new PR since 204 is outta date.
